Yassin Maysir Aziz\r\nKnowledge University College of Law - Department of Law\r\n The question of who is responsible for international humanitarian law\r\nis of paramount importance, especially in times of conflict and war, whether\r\nthese conflicts are internal or external. The Geneva Conventions and the\r\nProtocols thereto are the main source of legal identification for those persons\r\nwho do not fall outside the categories of chief combatants and non-combatants.\r\n Combatants means persons who are entitled under the rules of international\r\nlaw to engage in hostilities and are therefore the only ones whose hostilities may\r\nbe directed against them, making them the only ones allowed to be killed if\r\nwounded or captured, in accordance with restrictions established by the law\r\ngoverning combat operations. [1]\r\n Non-combatants: They are persons who are not entitled to engage in\r\nhostilities and for which the enemy is prohibited from directly engaging in\r\nhostilities against them and is committed to respect their life and properties as\r\nlong as they stand in a negative position and do not bring hostile acts against the\r\nenemy forces or their efforts against the enemy forces.
