1st International Conference On Administrative And Legal Sciences And Prospects For Renewal And Innovation
Along with the scientific activities that Knowledge University does annually, On Saturday and Sunday, May 7-8, 2022, Knowledge University held its first international conference for research entitled: 1st International Conference On Administrative And Legal Sciences And Prospects For Renewal And Innovation, By participating a significant number of researchers and scientists with their research inside and outside the Kurdistan Region such as in countries (Turkey - Arab Emirates - Lebanon,... etc.), about 60 researches were presented to the conference and after the presented researches were evaluated by the conference's scientific and specialized committees, as a result, nearly 40 researches (papers) were approved (got accepted), 10 of which were in the field of administrative and financial sciences, and 10 in the field of law and international relations.
On the first day of the conference, Saturday,5/7/2022, according to the conference plan schedule, the registration of attendees began at 9:00 a.m., and at 10:00 am, the opening session of the conference was held by listening to and singing the anthem of Kurdistan homeland and reading some verses in the Holy Quran, with the presence of a significant number of scientists, researchers, presidents of Kurdistan universities, university lecturers, students, and guests, high-level officials in parliament and the government, such as the presence of the deputy speaker of the Kurdistan Parliament, several members of the Kurdistan and Iraqi parliaments, the Kurdistan Regional Government Education Minister, representatives and officials of the KRG Ministry of Higher Education, the governor of Erbil, dear guests at the political and party levels, as well as the head of branch two of the Kurdistan Democratic Party and other political officials attended the conference.
The beginning of the conference started with the presentation of a welcoming speech and the opening of the conference by Assist. Prof. Dr. Kayhan Zrar Ghafoor the
President of Knowledge University, in which he presented a summary of the KNU work and activities and plans also the university's job to participate in the development of higher education in the Kurdistan Region. Following the university president's speech, Mr. Omed Khoshnaw, the governor of Erbil, delivered his speech and was later than given the opportunity to the first speaker of the conference in the legal field, Judge Mr.Rizgar Mohammad Amin, a member of the Kurdistan Regional Court of Appeal and experienced in the field of law and justice, to give a speech on the field of work, professions, and legal research.
Then a speech was delivered by the second speaker of the conference in the field of science and finance Dr.Aras Qadir Khoshnaw, a university lecturer and head of the Kurdistan Center for Strategic Information and Research,
Regarding the field of administrative and financial sciences with Highlighting the issue of oil and gas and the conflicts between the federal government and the Kurdistan Regional Government. Later University shields and gifts were presented to the first and second speakers of the conference by the president of Knowledge University.
The meetings were then transferred to the research presentation halls, which lasted until the second day of the conference, Sunday,5/8/2022, allowing researchers to present a summary of their research content to the conference attendees and were enriched by the questions, answers, and scientific participation of the participants in the conference halls.
At the end of the conference, the certificate of participation was presented by the university to the conference researchers, and it is worth mentioning all the technical and logistical needs of the conference in management and pioneering and welcoming guests and attendees, as well as providing sweets and lunch breaks to the audience on conference days successfully prepared by Knowledge University.

لە درێژەى کار و چالاکییە زانستیەکانی زانکۆی نۆڵج کە ساڵانە ئەنجامی دەدات ، لەڕۆژانى شەممە و یەکشەممە ڕێکەوتی٧-٨ ى ئایارى ٢٠٢٢، زانکۆى نۆڵج هەڵسا بە ئەنجامدانى یەکەمین کۆنفرانسى نێودەوڵەتى بۆ توێژینەوە بە ناونیشانى: (کۆنفرانسى نێودەوڵەتى یەکەم بۆ زانستەکانى کارگێڕى و یاسا و ئاسۆکانى نوێبوونەوە و داهێنان) بە بەشداریکردنی ژمارەیەکى بەرچاو لە توێژەران و زانستخوازان بە توێژینەوەکانیان لە ناوخۆ و دەرەوەى هەرێمى کوردستان وەک لە ووڵاتانى (تورکیا - ئیماراتى عەرەبى - لبنان ، هتد...)، نزیکەى (٦٠) توێژینەوە پێشکەش بە کۆنفڕانس کرا و دواى ئەوەی توێژینەوە پێشکەشکراوەکان لە لایەن لێژنەى زانستى و تایبەتمندەکانى کۆنفرانس هەڵسەنگاندنیان بۆ کرا ، لە ئەنجامدا نزیکەى (٤٠) توێژینەوە پەسەند کران کە (١٠) توێژینەوەیان لە بوارى زانستە کارگێرى و داراییەکان بوون وە (١٠) ى تر لە بوارى یاساو پەیوەندیە نێودەوڵەتییەکان بوو.
لە یەکەم ڕۆژى کۆنفڕانس، شەممە ڕێکەوتی (٧/٥/٢٠٢٢) بە پێى خشتەى پلانى کۆنفرانس لە کاتژمێر (٩) ى بەیانى ناونووسین و خۆتۆمارکردنی ئامادەبووان دەستى پێکرد، و لە کاتژمێر (١٠) ى بەیانى بە گوێگرتن و گوتنەوەى سروودى نیشتیمانى کوردستانى و بە خوێندنەوەى چەند ئایەتێک لە قورئانى پیرۆز دانیشتنى کردنەوەى کۆنفڕانس ئەنجامدرا بە ئامادەبوونى ژمارەیەکى بەرچاو لە زانستخوازان و توێژەران و سەرۆک زانکۆکانى کوردستان ومامۆستایانى زانکۆ و قوتابیان و میوانان و بەرپرسان لە سەر ئاستى باڵا لە پەرلەمان و حکومەت، وەک ئامادەبوونى بەڕێزان جێگرى سەرۆکى پەرلەمانى کوردستان، ژمارەیەک لە ئەندامانى پەرلەمانى کوردستان و عێڕاق، وەزیرى پەروەردەى حکومەتى هەرێمى کوردستان، نوێنەر و بەرپرسانى وەزارەتى خوێندنى باڵاى هەرێمى کوردستان ، پارێزگارى هەولێر و میوانانى بەڕێز لە سەر ئاستى سیاسى و پارتەکان، هەروەها بەرپرسى لقى دووى پارتى دیموکراتى کوردستان و بەرپرسانى ترى سیاسى ئامادەى کۆنفرانسەکە بوون.
سەرەتای کۆنفرانسەکە بە پێشکەشکردنی وتاری بەخێرهاتن و کردنەوەی کۆنفرانس لە لایەن بەڕێز (پ.ی.د. کیهان زرار غفور) سەرۆکى زانکۆى نۆڵج دەستیپێکرد کە تیایدا کورتەیەک لە سەر کارو چالاکیەکانى زانۆکى نۆڵج و پلان و کارەکانى زانکۆ بۆ بەشدارىکردن لە ڕەوتى بەرەو پێشبردنى خوێندنى باڵا لە هەرێمى کوردستانی خستەڕوو. دوابەدوای وتاری سەرۆکی زانکۆ، بەڕێز ئومێد خۆشناو پارێزگاری هەولێڕ وتاری خۆی پێشکەشکرد و دواتر دەرفەت درا بە قسەکەرى یەکەمى بەشداربووی کۆنفڕانس لە بوارى یاسایى بەڕێز (دادوەر. ڕزگار محمد أمین) ئەندامى دادگاى پێداچوونەوەى هەرێمى کوردستان و خاوەن ئەزموون لە بوارى یاسایى و دادوەرى، بە مەبەستی پێشکەش کردنی ووتەیەک دەربارەی بوارى کار و پیشە و توێژینەوە یاساییەکان.
پاشان لە لایەن قسەکەرى دووە مى کۆنفڕانس لە بوارى زانسەکانى کراگێڕى و دارایى بەرێز (د. اراس قادر خۆشناو) مامۆستاى زانکۆ و سەرۆکى ناوەندى زانیارى و لێکۆڵینەوەى ستراتیجی کوردستان ووتەیەک پێشکەشکرا سەبارەت بە بوارى زانستەکانى کارگێڕى و دارایى لە گەڵ تیشک خستنە سەر بابەتى نەوت و گاز و ئەو ناکۆکیانەى کە هەن لە نێوان حکومەتى فیدڕاڵی (ئیتیحادى) و حکومەتى هەرێمى کوردستان. دواتر لەلایەن بەڕێز سەرۆکى زانکۆى نۆڵج قەلغانى زانکۆ و دیارى پێشکەش بە بەرێزان قسەکەرانى یەکەم و دووەمى کۆنفڕانس کرا.
پاشان دانیشتنەکان گوازرانەوە بۆ ناوهۆڵى پێشکەشکردنى توێژینەوەکان کە تا دووەم ڕۆژى کۆنفڕانس، یەکشەممە ڕێکەوتی (٨/٥/٢٠٢٢) بەردەوامیان هەبوو، تیایدا دەرفەت بە توێژەران درا کە کورتەیەک لە ناوەڕۆکى توێژینەوەکانیان پێشکەش بە ئامادەبووانی کۆنفڕانس بکەن و بەپرسیار و وەڵام و بەشدارییە زانستییەکانى ئامادەبووان دانیشتنەکانى هۆڵەکانى کۆنفڕانس دەوڵەمەند کران.
لە کۆتایى دانیشتنەکانیش بڕوانامەى بەشداریکردن لە لایەن زانکۆوە پێشکەش بە توێژەرانى کۆنفڕانس کرا و جێگای ئاماژەپێدانە هەموو پێداویستییە تەکنیکى و لۆجیستییەکانى کۆنفڕانس لە بەڕێوەبردن و پێشوازى و بەخێرهاتن و میواندارى میوانان و ئامادەبووان هەروەها دابینکردنی شیرینى و خوانى نوەڕۆ بۆ ئامادەبووان لە ڕۆژانى کۆنفڕانس بەسەکەوتوویى لە لایەن زانکۆی نۆڵجەوە ئامادەکرابوون.
لە کۆتایى ڕۆژى دووەمى کۆنفڕانس بە ئامادە بوونى بەڕێز (پ.ی.د. کیهان زرار غفور - سەرۆکى زانکۆى نۆڵج )، بەڕێز (د. طالب خليل ابراهيم- یاریدەدەرى سەرۆکى زانکۆ بۆکاروبارى زانستى)، دەستەى ڕێکخەران و بەڕێوەبردنى کۆنفڕانس بەڕێزان (د. رعد ادهم عبدالحمید- ڕاگرى کۆلێژى یاسا) و بەڕێز( د. خالد عبدالحمید عبدالمجید) لە کۆلێژى کارگێڕى و زانستە داراییەکان و ڕاگر و مامۆستایانى بەڕێزی زانکۆى نۆڵج و توێژەر و زانستخوازانى بەشداربووى کۆنفڕانس لە هۆڵى گەورەى کۆنفرانسەکانى زانکۆى نۆڵج لە کاتژمێر (١:٣٠) ى دواى نێوەڕۆ کۆتایى بە کۆنفڕانس هێنرا بە پێدانى سوپاسنامە و قەڵغانى زانکۆى نۆڵج بە فەرمانبەرانى زانکۆ بەشداربوو لە ڕێکخستنى کۆنفڕانس.
