تطور القضاء الاداري في اقليم كوردستان العراق في ضوء القانون رقم 17 لسنة 2022

Abstract
The research highlights the most important developments brought by Law No. 17 of 2022, the first amendment law to the Shura Council Law of the Kurdistan Region - Iraq No. 14 of 2008, as the law was consistent in most of its provisions with Law No. 17 of 2013, the fifth amendment law to the State Council Law No. 65 of 1979 in Iraq, but it was delayed by nearly 9 years. According to Law No. 17 of 2022, the Region’s Employees Judicial Court was established to replace the Region’s Employees Disciplinary Authority, and the law settled on naming it the Administrative Judicial Court after Law No. 14 of 2008 had named it (Administrative Judicial Court) at one time and (Administrative Court) at another time. The law established a Supreme Administrative Court in the region to replace the General Assembly of the Shura Council in considering appeals against the rulings of the two courts. Therefore, the research will address the formation, jurisdictions and powers of the two courts, the appeal against their rulings, and the competent authority to consider the conflict of jurisdiction between them and the conflict of their rulings, in addition to the conflict and conflict of rulings between either of them and any court of the ordinary judiciary.
